Problem with Knight Sgt. AlessoFollow

Last night I cleaned up some old quests. I noticed I never finished the "Welcome to Qeynos, Citizen" quest that gives you a book to put in your inn room. I had just finished the Gnoll Mastery, and I really like having the book there on my table, so I went out to do the running aeound Qeynos and Antonica to finish this one.

The last stop is Alesso in NQ and the quest helper says I need to speak to him. All the big dummy does when I hail him is salute me...no speaking.

Is this a bug? Or am I hosed because I waited too long?
