I have noticed that some merchants offer basic tools for gathering/foresting/mining/fishing. Things like a pickaxe, a fishing pole, a snare, a hand axe... Do you gain anything, (like a skill mod), if you buy this stuff?
Does the item need to be equipped or can it just take up space in a backpack? (This last is assuming that I will ever be able to AFFORD to own a backpack!!!)

Don't bother with those items, they're not implemented yet.
As far as backpacks. If you spend some considerable time on the IoR, you could easily make normal quality or even pristine quality backpacks all for just the cost of the fuel.
