Is it possible at all to learn more than Gnoll or other mob languages ? Lots of quests U cant solve if U dont know their languages!

You can buy a language primer in the village of that particular race. Buy it from a Scribe, just as if you were going to buy a spell scroll. :)

So, you'll want to go to Castleview to pick up the High Elf Language Primer. 11sp is the standard price (or around that area).

Miravelle has answered your title question. Any playable race has a starting village and the scribe there will sell their "Language Primer" for 12 silver. You learn the language on buying it so it never enters your inventory. This means that an Ogre wanting to learn High Elf or a Wood Elf wanting to learn ratonga have an interesting shopping trip.
