Where can i get hold of 10th lvl crafting manuals to scribe

advanced craftsman volume 10
The regular ones are sold in your Workshop Society, the Advanced are mob drops so I guess they will also crop up on the broker.

Just to expand a little, when you first sign up for a society, that will be the begining crafters (1 to 10)society, once you reach level 10, you should now be able to access a second society in your starting village, that second society will be the advanced society set to your particlar tradeskill (Scholar etc) That advanced society will be where you locate the more advanced manuals 10 and up)

Um, I might have misquoated on the previous entry, I am assuming you mean general crafting books above level 9, then you go to the more advanced society to buy them, otherwise as Bluie Scholar had stated all others are mob drops
