Bruiser's Jeer Ability broken?!Follow

The bruiser's Jeer ability states this, quoted from the eq2 site (http://eq2players.station.sony.com/en/classes/index.vm?classId=7)

"Increases hate towards the bruiser and fears all enemies in an encounter. "

This does not seem to be correct, as when I am in a group, and use this ability, the only one that this skill works on is the targetted mob, and no others. Anyone else able to Jeer multiple mobs in a single attempt?
