Im a lvl8 fighter at the moment but ive heard that you can become a different class at lvl10 how do i do this?

Yeah but that doesnt tell me how i change from a fighter to a warrior or anything like that.
You do a quest. I'm not sure which one you will have to do. You left us with a lack of information, I.E. what town you are from.
when you are of level to start the class quest (9, i believe), the quest should appear in your journal as a hallmark quest, which will be one of these. the quest text will direct you to the npc you need to speak with to begin it. you can access your quest journal by hitting "j".

CoH: Hissing Chicken, 16 Scrapper, Pinnacle, retired

You will also be given a few things to do so you can determine which class you want to go towards. Once you pick fighter you only have a couple choices. You have to make sure that if you want warrior you know that before you completely finish the quest.
