Is that too high or make sense ? On Steamfont server , only one guy make that spell.. <g> or I should wait that some other start to craft that..

Verdure Spell Adept 3 for 12g ???Follow
The reason adept 3s cost so much is that a rare component, in this case silver or coral, is needed to make the ink to make the adept. On my server the going rate is about 5 to 8 gp for one of those so is the 12 gp a high price? On my server it would be a little high IMHO but not drastically so. Money is fairly easy to come by if you know how to make it.

What you're facing is a monoply.
You need a spell. Only one source for it. Man, what I wouldn't give to be in his shoes.
My suggestion depends on just how badly you need the spell upgrade. If your success depends totally upon you having Verdure up to Adept3 level, then you're going to have to cough up the coin. Maybe the guy will cut you a deal but, if he knows he's the only game in town, why would he?
If you can settle for your current level of the spell, then bide your time a bit. Eventually, the guy will get some competition and prices will go down some.

Seems like a waste to spend so much for a verdure adept 3 when the regular adept 1's aren't too shabby and seem to drop fairly often to not have a shabby price. Could spend a few GP just buying some crafted equipment that could last you to level 30 with about 7 gp filling most of your armor slots. So seems funky to have tier II adept 3's selling such freakish amounts.
Sure it's spiffy.. lots stuff plus Power recovery, but it's only OUT of battle power recovery. To me adept 2 is enough.. until prices drop.
You have other spells to worry about that are more curcial. If some one tries to give you lip about some out of combat spells.. tell them to donate money =p
