I have reached level 10 Outfitter level and one of the recipes at this lvl - Tanned Leather - requires Stroma Resin but I don't have the recipe. According to Traders website it's a scholar lvl 10 book but I can't buy this book! How do I get or make the resin then?

If you do not have or cannot scribe the book you need to get a friendly Scholar to make some for you.

Yes, find a friendly scholar, cause you're gonna need stroma resin, stroma oil, stroma wash, and eolith temper from these guys, as well as the buckles for your bags at level 15 :).
