Skill ColorsFollow

I have noticed that some of my skills are different colors like when equipment changes colors depending on how useful it is to you. Is that the same for skills? If so, if I were to upgrade my skill like from AppII to AdpI will the skill become more useful?

Yes, you should upgrade as soon as you can for each skill <money providing of course>

You'll be able to make quite a few App III's for yourself if you're into Crafting, then you can buy the rest from a Scholar.
