I have a level 16 cleric out of Freeport, and I'm still using a 1hb I got off of the little rat in the sewers - in other words, pretty sad indeed. What quests are there that provide a better weapon for clerics?
Only one that is really feasible is the Doom Stick from the Combustible Gnome quest in WC. the little dude at the very entrance (just inside wailing caves) will set you to kill 30 undead orcs. not too hard if you're 16, they should be grey at the entrance. That should keep ya till you get your inquisitor's deliverer on doing the inquis class quest at 18+

Buy yourself an Apprentice Maul of the Celestial Watch, it does pretty decent damage with stat buffs and is pretty cheap.
