Huntine the Bloodsaber questFollow

Anyone know where the scrying devices are? I checked the place with the rituals and couldnt find anything there. Even found a quest from a candle while looking. Is this quest incomplete? Because it cost a lot for this quest and a recent patch said incomplete quests would do that.
