Currently through 2 stacks of Halasian porter and Creamed black coffee and the expected artistry gains with using 2nd level buffs are not happening. The 2 gains I've received so far were after completion of the combine. They also seem to be bugged. Anyone else having this problem with provisioning?
Edit: some more info. Slow Simmer is definately bugged. On a successful tick instead of -10 +50 you get -15 +39. Checking on the others now.

Provisoners are hosed at the moment and may be fixed after the "big patch".
This is a known issue, and your more or less SOL.
Currently you can only get a skill up for Artistry(sp?) when you complete the object. Any other skill has a chance to skill up when triggering a buff.
(My Provisoner is sitting at 55 skill out of 126 or so).

You'll catch up and max your artistry skill around lvl 22-23 provisioner...
but yes, it's bugged. nothing to do with buff usage.
