Ian in Qeynos Harbor in the square with the tower clock. Ian's last name is Cathlan, Calthan, something like that. Walking away from the bank, Ian is on the left before going through the big archway, near a building. Right clicking on a guard in Qeynos Harbor and looking for Ian should get you the directions.
