Sometimes you have to clear the groups around "camps" - a little tent. And u finally get a better group to spawn - a rare group that finishes quests.
I'd google "eq2 flamepaw loyalist", then the other two. See if you can find refs to them. GL

Flamepaw Loyalist is in Forest Ruins in the mage tower at the very back of the castle.
Agonized Essence is in Crypt of Betrayal but I haven't found it yet since I get eaten alive in that zone.

Creeper is in the Qeynos catacombs catalog. From its postition in the list it should be in the down delow.
