Rare Tier 1, 2, 3... what?Follow

I keep seeing people mention that there are rare harvesting items that can fetch a good price in the players market. I'm assuming that Tier 1, 2, 3 means.... antonica tier 2... thundering steppes tier 3... etc... but how do you know what is rare? Is there a website where a chart can be found?

Believe me, if you spend a couple of hours harvesting you'll figure out what's common very quickly. If you harvest for a month before you find more than one of something, chances are that's a rare.

And yes, IoR and the in-city harvesting zones are Tier 1, Antonica and Commonlands are Tier 2, etc. You could also argue that IoR is Tier 1/2, because not all the Tier 1 items spawn there.

Speaking of Tiers, does anyone know what the highest Tier implemented so far is?

Tier 5 is the highest. Further tiers will come with expansions that raise the experience level beyond 50, as each tier corresponds to 10 levels.
