It's also available to make. Here is the basic formula for any of our app3's up till level 20 or so.
I've done:
Evade App3
Pathfinding App3
Sneak App3
Quick Strike App3
Cheap Shot App3
Sneak Attack App3
The combines:
Sepia Ink
------- Sepia Dye
--------------- Isonoid
--------------- Cloro Wash
------------------------Raw Average Plant
------------------------Liquid
--------Cloro Wash
----------------Raw Average Plant
----------------Liquid
Tin Spike
--------Refined Tin
----------------Raw tin
----------------Fossil Temper
------------------------Raw Inorganic material
------------------------Liquid
--------Fossil Temper
----------------Raw Inorganic material
----------------Liquid
Lead Ornament
--------Refined Lead
----------------Raw Lead
----------------Fossil Temper
------------------------Raw Inorganic material
------------------------Liquid
--------Cloro Resin
----------------Raw Elm or Roots
----------------Liquid
Achieving the third bar down when crafting(one short of pristine) will result in an App3 (and if the patch ever goes through the pristine will be app4)
Create all the things furthest to the right working your way all the way to the Sepia ink, Tin Spike and Lead ornament. Should be do-able by artisan level 6-7 by buying the books in the tradeskill instance and tier 1 harvesting.

I found it on the trainer in Qeynos harbor in the scribe shop next to the gate to South Qeynos.

You don't even have to get the first crafting bar completed to make the App IIIs--or even the Adept IIIs. And unless the devs are posting somewhere other than the forums, the pristine will give two copies of the App IIIs--not App IV (never seen a mention of App IV).

This is the update that shut us down for the last day. Read the section under tradeskills and you will see mention of App4's on a pristine. That's why I said if the patch ever goes through...lol.
I finally had to resort to making my own. Still working on the posions. NO ONE is selling posions!

Grats! You just found an untapped market! Now start making them and you will make some cash, hehe.
Seriously, until they put some kind of destinction between the poisons, no one will make them, just like food. The patch in limbo as of now, seems to be addressing the food labeling thing though, so maybe we can see some poison descriptions in the near future.

So maybe we can start to see just what the poison dmg is like in concrete numbers.
The half elf trainer guy in the scribe shop in Willow Wood sells all the lower scout app II's as far as I've found. But as mentioned already, its pretty easy to just make the app III's. Or look on your market board or a broker and if there aren't any for sale, maybe someone selling the same level skills would take an order for you :)
My advice - don't by app II of anything. Go to the brokers located in each city and look for the App III. You will usually find it for just slightly more for what the app II wouold cost you and it is better.
On the IoR I made the App 3 for all the skills i had for my scout at the time (lvl 6 and below skills).

The appIV went through in the patch today. Kinda sucks cause i made all my app3 spells before the patch so that is just wasted work if i want the appIV. Think I am just gonna wait and buy adeptIIIs for my warlock. However, i started up my scout and he has every skill appIV so far :). Take down yellows in little time and can kill oranges regularly. Not saying much, but the appIV do help alot compared to appI.
