you wear them instead of your regular boots, and it's a worn effect. not a huge difference, but it helps if you need to run and you are oop :). oh, and these are a different, less powerful pair than the quested ones later ingame.
click on "account" from the eq2 launchpad, then "edit billing" for eq2. You will then have a "Add JBoots" button you can click on to register your key.
once the key is attached to your account, if i remember correctly, you type /claim ingame, and you get a window listing the items available to claim. couple of paintings and a title if that account played eq1.
each item can only be claimed by *one* toon, so make sure you do it from the right one :).
been a while since i've claimed mine, but i think the boots have to be attuned to work, but they are tradeable until you attune them.
