Does anyone know where to find the fascinate adept or what skill level is needed to make app 3? I'm just now starting an enchanter as an alt.

adept 1 spells/skills are random drops; you might try your city's market broker.

fascinate app3 is a level 10 scholar combine, and the recipe can be found here.
