Can bards use poison? And if so where can I get some?
Not sure on the first question but to my knowledge all scout types (and only scouts) can use poison.
You can buy it from many merchants, the trick is to find a poison close to your skillrange. You should be able to find an adequate poison in your starting quarter or at a Crossrads trader.
The Tradeskill for poisons is Alchemy.

I think all scout classes can use poison (I know Rangers and Assassins can). In any case, if you are in Qeynos, then you can buy it in South Qeynos. There is a shop labeled "Poison" Its near the gate that leads to the Tower. Just look for the Alchemist shop where they keep saying "There will be no refunds for caster error in this shop" or "Have you seen that highly explosive bottle I set down? I've seem to misplaced it"... Or something like that.

Bard cant use poison. check the official website about the class description.
Bards do not use poison. However, their baseline damage (for auto-attack, not special combat arts) is a bit higher than rogues and predators to compensate somewhat for not being allowed to poison their weapons.
