Actually there are 4 spell levels per type:
Apprentice
I – granted
II – granted on certain spells, or sold by NPC vendors
III – crafted from common components
IV – basic quest reward
Adept
I – treasure chest drop
II – difficult quest reward
III – crafted from rare components
IV – long, difficult quest reward, no trade
Master
I – dropped as treasure, no trade, Exremely rare.
... the creature mastery skills/spells are Master I, but they are restricted to use on particular mob types.
II – unknown (not implemented at this time)
III –crafted from extremely rare components
IV – artifact rarity, 1 per server, no trade
component foraging tier relates to the level at which the ability or spell is first gained. 1-10 would be tier 1 commons (lead, malachite) or rares (rough lapis, copper cluster), 11-20, tier 2 commons (electrum, turquoise) or rares (rough coral, silver cluster), etc. so cerebral spasm, a level 15, tier 2, spell, would use electrum or turquoise (commons) for the ink when making the appprentice 3 scroll, and rough coral or silver cluster (rares) for the ink when making the adept 3 scroll.
i've not confirmed the scrolls that have been noted as quest rewards as yet.
