Search the broker. Sometimes no one is selling it. On my server u can usually find a majority of scholars putting up their chars to trade for hte night as it gets late in the USA - that's a good time to look in general. Wait for the price to drop and buy as many as you can.

You can also find tier2 arties in the tier1 instance. /ooc in there until you get a scholar to talk to u. U can often get one to make u some on the spot. GL
