I'm not 100% sure of this, but check just to the southwest of the Steppes griffen tower. I believe I saw this NPC on my way from Steppes tower to Blackburrow.

There is a little camp near the fields there. However, keep in mind that he doesn't come out at night. You'll have to wait for daytime to talk to him.

Just ride the griffon to Steppes and head Southwest from there.
