I didn't think it mattered the level difference.. but had an odd thing happen tonight.
I was in the down below hoping to find a fallen noble =_= and I got a request for help getting citizenship tokens.. I said sure no biggie, we party up... and I went about with my summoner self and destroyed about 10 or 12 gray mobs quickly and they never got a token..
after disbanding they said they got one on the next mob...
was it just an oddity of bad luck or what?

If your level difference is too much for the lower person to get exp and quest drops, he gets a message to that effect. Many people ignore it, claim they never got it, and then complain about how they're not getting exp or quest drops.
Aye it does - Tried to kill the Unkempt Druids with a guildmate whom made the entire encounter Grey-con. No quest update for me. When she broke group - all mobs went to Deep-orange! hahaha.
