Lightning BurstFollow

I have been looking back a few pages for some info, but couldnt find anything.

I have this spell at apprentice3, but its green so I think it's time for an upgrade, but I cant find the adept version.
The only thing ive heard is that adpet1 is a drop and adept3 is crafted. Is this true, and if it is could someone tell me where I can get this drop? And how much would lighting burst adept3 cost me? And what about Adept2??

If this has been posted already im sorry to ask agen, but I couldnt find any info on it.
