It's the zone directly outside of Freeport. Where are you comming from? If you're comming from Qeynos, you have to go Qeynos => Antonica => Thundering Steppes => Nektulos Forest => Commonlands. If you're in Freeport, you should be able to take a mariner's bell from each of the starting cities or go out through some of the main city zones into the Commonlands.
