'A Lost Package' QuestFollow

Has anyone done the 'a lost package' quest? It's basically a small bag, can't remember where I got it from, think from a drop on the commonlands. It belongs to someone in Freeport, some letters are scrubbed off so you only get to see the first few.... Anyone know who it belongs to and where they are?
