I am a lvl 7 priest and I know that I am able to solo. But at what lvl should I start LFG and where?

I also have a lvl 8 scout that I would like to start partying with.

Wait til you are at least 10 to start looking for a group. I rarely see anyone lower LFG, and since 1-10 is pretty fast solo, it just makes the process easier. At ten, you should easily be able to get a group in the Commonlands if you're evil, or Antonica if you aren't. The newbie hunting spots are pretty dead by ten, so unless you know of a spot with some good 10+ creatures for groups, stick to the big zones.
