I'm rockin a Dark Elf in Freeport right now and curious on how I go about betraying so I can become a Qeynos citizen? I believe you have to be lv18 but that's all I know of it.
Also, are there any long term consequences of betraying?

It also talks about the betrayal quest in the game instruction manual.
Level 17 is highest you can be. If you are level 18, you are too high and cannot betray.
