I'm in IOR and trying to up my tradeskills before i leave for Qeynos. I've bought the recipe book for artisan lvl 3 but some of the components listed in there are just not available on IOR. Is this correct? Things like barley, milkweed etc...

Yes I belive that most components are not available there - no worries crafting is not any harder in freeport so come to the city and start there ;-)

The items that are availible in IOR are enough to make a good amount of tradeskill item up to lvl 10. You may not be able to make all the ones you want, but it's an easy way to get ready to chose your first subclass for tradeskills.

The only real benefit I can see from staying on IoR is to harvest nodes and get your skills up...but now the threshold for harvesting outside the Tier I areas has been decreased, the competition for nodes in the Tier I areas has also decreased . I would suggest stock up on recources from IoR if you can, but after that there is no point in staying there and you might aswell head to Q or FP. Aswell as it being easier to craft (more ingredients available to buy), you can also pick up society tasks and make a few silver as you harvest. You can make 12s for harvesting your tin clusters!
