Where can I find this spell for sale? I was surprised when I looked in my spell bokk and it wasnt there at 15. I searched here but no info on where to buy it.

you can't buy spells in this game except for certain "fluff" spells. You have to wait to hit a certain level, sometimes in between lvls actually, and then you gain it.
If you didnt get it with the level then you WILL receive it 60% exp. into another level, sometimes it happens when you get 2 spells per level. One when uyou get a new lvl another 60% exp later...

I have bought some apprentice 2 spells. That is why I was thinking maybe Radience was bought. I suppose I will have to wait and see what happens as I progress into 15.

I got this spell half way into level roughly like 50-60% (ish)
