Quick question for Qeynos to Freeport QuestFollow

Okay. I finally killed the bodyguards, saw the chat with the queen. Ran miles and miles of Norrath to finally make it to the commonlands. Well the problem is the NPC I'm to find, is like a needle in a haystack. To add I am a Predator so I have tracking, but I can't find him. The name is Matthias Seigemaker or sayer, and I can't find him.

Does anyone out there know where I can find him to continue onward?
