Freeport Citizen Quest Bugged?Follow

Both my self and my roommate are on the Highkeep server, and my roomate has somehow lost the ability to do the citizenship quest. She has a level 6 Kerra Mage and somehow the Overseer will not talk to her anymore after she got her housing. We know that there is another part of the quest, but even when we click on the citizenship application, nothing is updated in her quest journal. She of course can not unlock any other zones or continue leveling with the game. Any suggestions? Thanks for your help. I am having so much fun with my Dark Elf Scout, but feel a little guilty because I am having fun, and she has been stuck for a week.

You don't go back to the Overseet after you get the application. Crap! What was it i did? I had this same problem too! Anyone?

In her quest journal, it says...You must speak to the Overseer. However, when she does, The Overseer says..."How dare you speak to me?..etc." We have tried going to the application sign, but it will not give her anything. I am not sure if each citizenship quest is different per class or race. I am a DE scout, and she is a Kerra Mage. Thanks again for the help, anyone.

Did you try to read the application you got in your inventory? You have to do that to get the quest.

She never received an application.......she was never allowed to go past talking to the overseer who won't talk to her. The sign where the applications are contained will not give her anything, and the overseer won't talk.
Help! I appreciate your help everyone.

After you go to your house, you have to run to the sprawl... or graveyard, blah blah, find the grate that leads to the sewers, then you go to the gate thatleads to the city.... then you go back to yer house, get a chandelier, and he sends you back to the city gate... you click on the thingy and you get a note that you have to examine... then you go to sprawl/graveyard and get 5 tokens, return to the gate, click on the thingy, and you go into the instance. i done it 4 times : )

hmm, before the part where you have to go look at the bell, and then go to the sewers...I think you need to hail the banker. Make sure to hail him (H key right?).

Also, look at your waypoints (alt+w). They should give you a little direction on where to go next.

I had the same problem. My quest journal says to talk to the Overseer, but she won't talk to me. I got the five tokens, went itno the instanced zone, and got a task. Now I can't figure out where the betrayers I'm supposed to be punishing are.

The betrayers are IN the instanced zone, just go around the right side past the NPC who told you to kill them.

You can get back into the instanced zone again by clicking on the citizenship application. Your quest journal will probably tell you to talk to the Overseer at this point but just ignore that.

These suggestions have been very helpful. I think our missing step is Hailing the banker.

You see, the detailed descriptions of getting the 5 tokens in the sprawl has not been given to her yet. The guy in the house is GONE.... and she never got a chandelier. Maybe the options she choose in that dialogue in reply made him go away.

As MY DE scout character, I remember getting a talking statue, and some other things. She got a bedroll, a table and a book. Maybe at one point he told her to hail the banker.

I will tell my roomate to try this, and report on what I have found.
If the banker "hailing" doesn't work, maybe will try going to the sprawl and killing the ...(hope I remember when I get there) to get the tokens.

Update:

The banker hailing definately was a good suggestion. Although it did not update the quest journal, it did lead us back to the house where the slumlord once again appeared. He gave us a mirror, suggested that we go kill some vermin...howevever the Quest Journal all this time still said...."you must speak to the Overseer. She did not want to talk to us, still.

We headed to the Ruins where unfortunately, we were killed by an Orc. THIS IS WHEN THE QUEST JOURNAL CHANGED...AFTER ABSORBING THE OLD BODY. I have no idea WHY, but it did. Then we could continue with the real quest, get coins, get an application, go into the other zone and kill the things.

Not sure what it all means, but I hope it will help someone in the future.
