Two questions about mining, foresting, etc.

1. What is the highest level you can attain?

2. Do the tools that the vendor sells (such as mining pick, fishing pole, etc.) make a difference in how well you perform the task, or are the just a waste of money? And do you equip them or just have them in your inventory?

I'm not certain about #1, but when I asked #2 myself, everyone said there was an insignificant amount of difference (not worth having the tools).
