Im a lvl 17 brawler and i want to start my class subquest to become a monk.
but i have no idea who to talk to and i can`t find any information on it.

The answer lies in your manual, good sir. I don't know the actual page offhand but it does tell you who you must talk to. You also have to be level 18 to start the quest.
