I have the Combat Healing (adept 1) scroll, I am a level 15 priest, but this spell needs my Theurgy skill to be 85 or something, currently I am at 70/70. What do i do to get the base level up? Is it simply a matter of leveling up my cleric?
Yes, leveling is the only way to raise your skill cap once it has been reached. Main skill caps seem to go up by 1 every 20% of a level, so you will need 3.2 levels to scribe your spell.
