Wands procFollow

I made a Pristine Conditioned Elm Wand for my brother about 2 weeks ago. He got all excited when he said it was procing. So I have to ask, do all wands proc? Do only the player made wands proc? I made a Pristine Conditioned Alder Wand, but I am affraid to use it (since I have to attune it). PS First one in the game to make it!!! Kigh on Unrest!

So, anyone have any other stories about thier wands procing? It looked like smite, but my brother said it was not. Not sure how he knew. I can now make Maple Wands, but as a Bard/Scout I cannot use wands. So I have been unable to test this theory out. I could make another elm wand to give an alt, but I am making maple stuff now and so to make elm seems like a waste of time.
