Are the books you can buy from the weaponshop just general artisan abilities that anyone can read regardless of what class you plan on choosing?

Check the name on the book, if its a specific type (say Jeweler) then only that class is supposed to be able to use it. If its Artisan or one of the other general types, then anyone can use it. Though you may or may not have the skills required to produce the items.

I have scribed some general weapon scrolls the other day, and as a Jeweler I am lucky if I can make a decent quality 1 in 20. ;)

Note there is currently a bug that lets you scribe the level 10 and level 20 books for all classes. This is a known bug and you can expect to lose those items as soon as they fix it. Also note that these items can cause noticable proublems because they assume you have specific skills awarded to their respective classes, so their will be events you can not counter when using them.

Anyone know if say a weaponsmith can repair his own weapon, or can he only create weapons?

Also, can a Armorer artisan make improvements to existing armor?

As for repairing your own weapons: I believe yes. Currently upgrading exsisting armour isn't implemented.
