I'm trying to find the writeup on the qeynos betrayal quest, but can't find one =/

Can anyone tell me how I'm supposed to start it?

I "think" it starts with Cordon Brenland in Qeynos Harbor. Brenland is the same guy who gives out the Seafood Stew quest.
