Illusionist 20+ Spells?Follow

The scribe can be found in Qeynos harbor , right by the South Qeynos zone line . If you use this map the scribe can be found in building #13 where you go to form guilds. The scribe is standing right beside Royal Accountant Fowler .

I had given up on finding my level 20 illusions and my app2 upgrades for alacarity and up , then we went to start our guild and I happened upon the scribe :)
