Sorry if this has aleady been mentioned but where do paladins start their armor quest?

If you mean the Hearth Forged armor that you start at level 20 it starts in Qeynos Harbor by speaking to the NPC Ian Cathlan near the bank.

I think so. I keep hearing people talking about starting a level 20 armor quest. So this is it a hope.
