advance(d) craftsman books are bugged, one is not able to scribe them (EDIT: books lvl 10 to 19). nice reply from Moorgard...

If SOE would provide updates, nobody would complain.

I was able to scribe books 2-5, vol. 6 did not scribe completely, vol. 7 scribed correctly. GM answer to this bug was, the recipes I am missing must be in a later volume. However when I check with others, those missing recipes in vol. 6 are in their book. A friend had the same problem with her vol. 4.

So yes, they are bugged and apparently not a priority to be fixed. This has hampered my progress as an artisan and my ability to make my App III spells.
