Stand around with green solo mobs and let 'em beat on you for awhile your defenses will go up up up Oh and check your heavy armor skill to make sure you haven't reached yourcap for that level.

Yeah your heavy armor skill.

To use better armor you have to level. Defense skill up just raises your ac by a little amount for each skill up. However, to raise heavy armor skill you have to continue to level. Also,it is dependent on which class you play as only certain classes can use heavy armor.
I am playing the Warrior class headed for Guardian and at level 14 I cannot yet equip any heavy armor (i.e. plate or carbonite) I am almost completely certain that once I have completed my Guardian subclass quest and dinged level 20 that the option to equip heavy armor will be open to me.

You should press "L" to bring up the skill level window. Check to see if you have a Heavy Armor skill (Warrior, Guardian, Beserker, Shadow Knights, Palidins, Inquisitors, and Templars are the classes that get Heavy Armor skill I think). You will see a number like 50/50 meaning that you have maxed your skill. Your armor skill is not something you can raise except by gaining exp and leveling.
