Berserkers can wear Heavy armor, so yes, they can wear plate.

Can't wear vanguard armor though, or so I've heard, so its not the same as a guardian. I imagine that they'll do fine tanking on a day to day basis, but the guardian will be able to better take the hits of some of the raid mobs.
