I am making a Halfling Scout in Qeynos, but am confused about which way to go. I want to be the best rogue/thief possible. So, would that be taking the swashbuckler or the ranger?

There is a rogue path to take after you choose Scout. You have to talk to the guy on the hill near Claymore Plaza in North Qeynos. I don't think he will give you this quest until you are level 8, but that is just as well, because you have to be around that level to complete it.
Also, make sure to drop lots of points into Agility, that is the skill that makes all Scouts worthwhile.
