Help with Graverobber Natasha questFollow

Im looking for someone named Tarakh

Graverobber Natasha is a rare spawn in the Graveyard zone next to Freeport. She drops a note which starts a quest and as the next step in the quest, I must seek out Tarakh and give him the note.

Sadly I have no clue where to look. I've run all over Freeport and its attendant slums with no luck. I lack tracking so I can't check that way.

Does anyone know anything about this quest, the elusive Tarakh, or the rewards for the quest?
