Skill up Ordination??Follow

Hey i am a Lvl 18 Enchanter and I am wonedering if anyone has some advice on what I can do/cast to skill up my ordination effectively. I should have the spell Breeze at lvl 18 but I think my low skill in ordination is holding me back.
