You have to be level 40 to harvest in the Commons. You can atain 50 in Mining and Foresting before leaving Isle of Refuge. Trapping you must level up in the city newbie zones.

Your harvesting skill has to be 40 or better. To view skills, hit L. A warning for all my fellow tradeskillers...once you hit level 10 in adventuring or in crafter, all of your wholesaler collect tasks will be in Tier 2 zones (regardless of whether your harvesting skills can support that).
