I'm having a problem and I don't know if it's a bug or if it's something I've done somehow.
For some reason, when I approach NPCs now, their voiceover will not play. Regardless if I've spoken to them before or I haven't. I do not have this turned off under options (play voiceovers once or something like that). Since most voiceovers are quests, I dislike not being able to hear them. If I actualy hail the NPC, then I get the voiceover if they have something else to say.

I'm experiencing the same thing. I think they changed this in a recent update or something, because it was working fine a couple of days ago.
I have to say that I'm a bit disappointed. I liked the feeling of immersion that walking around a noisy city street gave. :/

Its about 50/50 for me. Sometimes I can hear them and sometimes I can't. Its totally random.
