I can't seem to find a vendor that sells Cleric spells. Where do you find it?

Several scribes throughout the city sell them. Note that you can't buy SPELLS exactly, just spell upgrades.
Oh...you can find scribes on the map (press the 'M' key). Might have to unhide the fog.
