where do you type in the code you get with your preorder to get the jboots
Go in-game, then type /claim...your boots will be listed as a claimable item, along with a couple of other things.
One thing, tho....be sure you claim the boots on the toon you plan as your main, as they are no-drop, no-trade and must be attuned to your toon to be useful. You cannot put them on another toon in any fashion. You cannot put them in your shared bank for use by another toon. In other words, once they're claimed, that's the end of it.

Think he wanted to know where to type the code that came with the pre-order CDs to flag his account so he can claim the jboots.
I can't check that since I'm at work, but I think there's a link somewhere on account status if you check from the launcher.

He'll have to type that code in before he enters the game...the screen has to be completed prior to achieving the creation screen. Or so I recall :)
Yeah, it should be after you type the password in, on the screen where it does the file scan...account status or something like that on the left. That's where it was earlier.
Also, there should be a button on disc 1 of the pre-order discs that takes you directly to the site.

What happens if I preordered from amazon and got the preorder disc with regular game but didnt install preorder disc? I installed the main stuff but not the preorder disc. Is there any way to /claim jboots now?
Yes, when you at the log in screen go to your account and there is an option to put in the code for the Jboots.
